The
misson of the Utilities Department is "To provide reliable,
low cost and compliant utility services in support of the
many activities on campus including research, major sporting
events and daily life."
With the diversity and redundancy of equipment, systems and fuel sources, Utilities has demonstrated the ability to provide such services. The infrequent occurrence of outages demonstrates reliability, a product of sufficient redundancy in the production, distribution and service equipment. Sufficient redundancy allows maintenance, both preventive and unpredicted, to be performed as needed without a reduction or interruption of service.

The principal objectives of the Utilities Department are best described by the "Three C's":
- Capacity represents the need for Utilities to operate, maintain, renew and develop sufficient production and distribution capacity to meet the demands for the University for utility service. Capacity can be measured by performance or the ability to meet load demands while maintaining high reliability. Reliability is measured by outage severity, frequency and duration.
- Compliance represents the need for Utilities to operate with respect to all federal, state and local environmental, health, safety and regulatory rules and regulations. Compliance is principally measured by environmental performance. Quarterly and annual reporting to such agencies as the Indiana Department of Environmental Management (IDEM) and the United States Environmental Protection Agency (USEPA), along with routine inspections and permit required testing of equipment, offer concrete measures of compliance performance.
- Cost Savings represents the need for Utilities to continually work to reduce cost through efficiencies of operations, energy conservation, new equipment efficiencies, energy and fuel procurement strategies, new technology and any and all means possible. Cost Savings is a continual effort to improve the process of producing and distributing any utility service. Comparison on a per unit basis from year to year as well as benchmarking against peers and industry members offer means to evaluate the effectiveness of efforts in this area.
